Bir in\u015faat m\u00fchendisi i\u00e7in kariyer basama\u011f\u0131, bir yap\u0131 sahibi i\u00e7in yasal bir zorunluluk, bir belediye i\u00e7in ise proje onay\u0131n\u0131n \u00f6n ko\u015fulu olan DTGUA, <strong>Deprem Tasar\u0131m G\u00f6zetmenli\u011fi Uzmanl\u0131k Alan\u0131<\/strong> anlam\u0131na gelir.<\/p>\n\n\n\n<p>T\u00fcrkiye Bina Deprem Y\u00f6netmeli\u011fi (TBDY-2018), binalar\u0131n deprem etkisi alt\u0131nda tasar\u0131m\u0131 s\u0131ras\u0131nda baz\u0131 \u00f6zel m\u00fchendislik konular\u0131nda <strong>ba\u011f\u0131ms\u0131z uzman g\u00f6zetimi ve kontrol\u00fc<\/strong> zorunlulu\u011fu getirir. Bu g\u00f6zetim ve kontrol\u00fc kimin, hangi yetkinlikle yapaca\u011f\u0131n\u0131 belirleyen s\u0131n\u0131fland\u0131rma ise DTGUA sistemidir. Yani DTGUA, <a href=\"https:\/\/statek.com.tr\/en\/haberler\/tasarim-gozetmeni-uzmani-nedir-2026-rehberi\/\">tasar\u0131m g\u00f6zetmenlerinin<\/a> hangi teknik alanda yetki sahibi oldu\u011funu g\u00f6steren bir belgelendirme kodudur.<\/p>\n\n\n\n<p>Bu yaz\u0131da DTGUA sisteminin ne oldu\u011funu, hukuki dayana\u011f\u0131n\u0131, 5 farkl\u0131 uzmanl\u0131k alan\u0131n\u0131 birer birer ve hangi binalarda hangi DTGUA&#8217;n\u0131n zorunlu oldu\u011funu m\u00fchendislik saha deneyimimizle a\u00e7\u0131kl\u0131yoruz.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-dtgua-nedir-genel-tanim\">DTGUA Nedir? Bu konular, gerektirdi\u011fi uzmanl\u0131k derinli\u011fine g\u00f6re <strong>5 ayr\u0131 alt alana<\/strong> b\u00f6l\u00fcnm\u00fc\u015ft\u00fcr ve her bir alt alan bir DTGUA kodu ile tan\u0131mlan\u0131r.<\/p>\n\n\n\n<p>DTGUA belgesi alan in\u015faat m\u00fchendisleri, Bakanl\u0131\u011f\u0131n kamuya a\u00e7\u0131k listesinde ilan edilir ve yap\u0131 sahipleri bu listeden kendi projelerinin gerektirdi\u011fi uzmanl\u0131k alan\u0131na g\u00f6re g\u00f6zetmen se\u00e7er.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-dtgua-sistemi-neden-kuruldu\">DTGUA Sistemi Neden Kuruldu?<\/h3>\n\n\n\n<p>T\u00fcrkiye&#8217;nin deprem ku\u015fa\u011f\u0131nda yer alan bir \u00fclke olmas\u0131 ve \u00f6zellikle 1999 Marmara, 2011 Van ve 6 \u015eubat 2023 Kahramanmara\u015f depremlerinde yap\u0131 hasarlar\u0131n\u0131n ortaya koydu\u011fu ger\u00e7ekler, y\u00fcksek risk i\u00e7eren projelerde <strong>tasar\u0131m a\u015famas\u0131nda ba\u011f\u0131ms\u0131z m\u00fchendislik kontrol\u00fcn\u00fcn<\/strong> ihtiya\u00e7 oldu\u011funu g\u00f6sterdi.<\/p>\n\n\n\n<p>Proje m\u00fcellifinin kendi hesab\u0131n\u0131 kendisinin onaylamas\u0131, ister istemez bir &#8220;\u00e7ifte rol&#8221; yarat\u0131yor. Her alan\u0131n kendine \u00f6zg\u00fc teorik altyap\u0131s\u0131, yaz\u0131l\u0131m ihtiyac\u0131 ve deneyim gereksinimi vard\u0131r. Bir g\u00f6zetmen, birden fazla DTGUA alan\u0131nda belge alabilir ancak her bir alan i\u00e7in ayr\u0131 ba\u015fvuru ve ayr\u0131 de\u011ferlendirme \u015fartt\u0131r.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-dtgua-1-deprem-kayitlarinin-secimi-olceklendirilmesi-ve-donusturulmesi\">DTGUA-1: Deprem Kay\u0131tlar\u0131n\u0131n Se\u00e7imi, \u00d6l\u00e7eklendirilmesi ve D\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi<\/h3>\n\n\n\n<p>DTGUA-1 uzman\u0131, zaman tan\u0131m alan\u0131nda (time history) deprem hesab\u0131 yap\u0131l\u0131rken kullan\u0131lacak <strong>deprem ivme kay\u0131tlar\u0131n\u0131n se\u00e7imi, \u00f6l\u00e7eklendirilmesi ve gerekti\u011finde spektral olarak d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi<\/strong> i\u015flemlerinin kontrol\u00fcn\u00fc yapar.<\/p>\n\n\n\n<p>Bu i\u015flem ilk bak\u0131\u015fta teknik bir ayr\u0131nt\u0131 gibi g\u00f6r\u00fcnse de, zaman tan\u0131m alan\u0131nda yap\u0131lan bir analizin <strong>do\u011frulu\u011funu do\u011frudan belirleyen<\/strong> bile\u015fendir. Yanl\u0131\u015f se\u00e7ilmi\u015f veya hatal\u0131 \u00f6l\u00e7eklenmi\u015f bir deprem kayd\u0131, binan\u0131n ger\u00e7ek deprem davran\u0131\u015f\u0131n\u0131 yans\u0131tmayan sonu\u00e7lar \u00fcretir \u2014 ve bu sonu\u00e7lar binan\u0131n tasar\u0131m\u0131na temel olu\u015fturur. Dolay\u0131s\u0131yla DTGUA-1 uzmanl\u0131\u011f\u0131, deprem m\u00fchendisli\u011finin en kritik giri\u015f kap\u0131lar\u0131ndan biridir.<\/p>\n\n\n\n<p>Bu alan \u00f6zellikle <strong>DTGUA-3, DTGUA-4 ve DTGUA-5 ile birlikte<\/strong> \u00e7al\u0131\u015f\u0131r: y\u00fcksek bina, performans de\u011ferlendirmesi veya izolat\u00f6rl\u00fc bir yap\u0131 i\u00e7in zaman tan\u0131m alan\u0131nda analiz yap\u0131l\u0131yorsa, DTGUA-1 uzman\u0131 deprem kayd\u0131 setini kontrol etmek \u00fczere heyete dahil edilir.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-dtgua-2-a-dogrusal-olmayan-zemin-davranis-analizleri\">DTGUA-2(a): Do\u011frusal Olmayan Zemin Davran\u0131\u015f Analizleri<\/h3>\n\n\n\n<p>DTGUA-2(a) uzmanl\u0131\u011f\u0131, depremin zemin i\u00e7inde yay\u0131l\u0131rken <strong>do\u011frusal olmayan davran\u0131\u015f g\u00f6sterdi\u011fi<\/strong> durumlar\u0131n analizi ile ilgilidir. \u00d6zellikle yumu\u015fak kil, s\u0131v\u0131la\u015fma potansiyeli ta\u015f\u0131yan zeminler veya karma\u015f\u0131k jeolojik ko\u015fullara sahip arsalarda, y\u00fczeyde hissedilen deprem hareketi do\u011frusal elastik hesaplardan farkl\u0131la\u015f\u0131r.<\/p>\n\n\n\n<p>Bu alan, in\u015faat m\u00fchendisli\u011finin <strong>geoteknik ve deprem m\u00fchendisli\u011fi kesi\u015fiminde<\/strong> yer al\u0131r. DTGUA-2(a) g\u00f6zetmeni, s\u0131v\u0131la\u015fma analizlerini, kayma dalgas\u0131 h\u0131z profillerini, zemin amplifikasyon hesaplar\u0131n\u0131 ve nonlinear site response sonu\u00e7lar\u0131n\u0131 de\u011ferlendirir.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-dtgua-2-b-yapi-kazik-zemin-etkilesimi-hesaplari\">DTGUA-2(b): Yap\u0131-Kaz\u0131k-Zemin Etkile\u015fimi Hesaplar\u0131<\/h3>\n\n\n\n<p>DTGUA-2(b), <strong>kaz\u0131kl\u0131 temellerin deprem etkisi alt\u0131ndaki do\u011frusal olmayan davran\u0131\u015f\u0131n\u0131<\/strong> inceler. Y\u00fcksek binalarda, s\u0131v\u0131la\u015fma riskli zeminlere oturan yap\u0131larda veya yumu\u015fak zemin \u00fczerindeki b\u00fcy\u00fck yap\u0131larda kaz\u0131k-zemin etkile\u015fimi deprem performans\u0131n\u0131 do\u011frudan etkiler.<\/p>\n\n\n\n<p>Burada kritik nokta: klasik &#8220;sabit mesnet&#8221; kabul\u00fc ile kaz\u0131k \u00fczerindeki bir binay\u0131 analiz etmek yanl\u0131\u015f sonu\u00e7lar verebilir. Kaz\u0131klar\u0131n, \u00e7evresindeki zeminin ve \u00fcst yap\u0131n\u0131n <strong>birlikte (coupled)<\/strong> analiz edilmesi gerekir. DTGUA-2(b) uzman\u0131 bu analizlerin do\u011fru kurgulan\u0131p kurgulanmad\u0131\u011f\u0131n\u0131 denetler.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-dtgua-3-dogrusal-olmayan-yapi-analizleri-performans-tabanli-tasarim\">DTGUA-3: Do\u011frusal Olmayan Yap\u0131 Analizleri (Performans Tabanl\u0131 Tasar\u0131m)<\/h3>\n\n\n\n<p>DTGUA-3, <strong>\u00e7ok modlu itme y\u00f6ntemi (pushover)<\/strong> and <strong>zaman tan\u0131m alan\u0131nda do\u011frusal olmayan hesap<\/strong> konular\u0131n\u0131 kapsar. Bu alan, TBDY-2018&#8217;in getirdi\u011fi en b\u00fcy\u00fck paradigma de\u011fi\u015fikliklerinden biri olan <strong>\u015fekil de\u011fi\u015ftirmeye g\u00f6re de\u011ferlendirme ve tasar\u0131m<\/strong> yakla\u015f\u0131m\u0131n\u0131n m\u00fchendislik kontrol\u00fcn\u00fc sa\u011flar.<\/p>\n\n\n\n<p>DTGUA-3 \u00f6zellikle iki b\u00fcy\u00fck proje tipinde \u00f6n plana \u00e7\u0131kar:<\/p>\n\n\n\n<p>Birincisi, <strong>mevcut binalar\u0131n performans de\u011ferlendirilmesi ve g\u00fc\u00e7lendirme projeleri<\/strong>. TBDY-2018 B\u00f6l\u00fcm 15 kapsam\u0131nda yap\u0131lan de\u011ferlendirmelerde, binan\u0131n g\u00f6\u00e7me \u00f6ncesi, kontroll\u00fc hasar ve s\u0131n\u0131rl\u0131 hasar performans seviyeleri i\u00e7in do\u011frusal olmayan hesaplar yap\u0131l\u0131r. Bu hesaplar\u0131n g\u00f6zetimi DTGUA-3 uzmanl\u0131\u011f\u0131ndad\u0131r.<\/p>\n\n\n\n<p>\u0130kincisi, <strong>yeni y\u00fcksek ve karma\u015f\u0131k binalarda performans tabanl\u0131 tasar\u0131m<\/strong>. BYS-2 ve \u00fczeri baz\u0131 yap\u0131 tiplerinde, y\u00f6netmelikte tan\u0131ml\u0131 e\u015fde\u011fer deprem y\u00fck\u00fc ya da mod birle\u015ftirme y\u00f6ntemleri yetersiz kal\u0131r ve do\u011frusal olmayan analiz gerekir. DTGUA-3 bu analizleri kontrol eder.<\/p>\n\n\n\n<p>Statek olarak <a href=\"https:\/\/statek.com.tr\/en\/haberler\/bina-guclendirme-ile-evinizi-ve-yatiriminizi-nasil-kurtarirsiniz\/\">mevcut bina g\u00fc\u00e7lendirme<\/a> and <a href=\"https:\/\/statek.com.tr\/en\/haberler\/bina-performans-analizi-nedir-2025-rehberi\/\">bina performans analizi<\/a> hizmetlerinde yo\u011fun olarak kar\u015f\u0131la\u015ft\u0131\u011f\u0131m\u0131z alan da tam olarak budur. Do\u011frusal Olmayan Analiz ve \u015eekil De\u011fi\u015ftirmeye G\u00f6re De\u011ferlendirme Rehberi<\/a> yaz\u0131m\u0131za g\u00f6z atabilirsiniz.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-dtgua-4-yuksek-bina-tasiyici-sistemlerin-deprem-tasarimi\">DTGUA-4: Y\u00fcksek Bina Ta\u015f\u0131y\u0131c\u0131 Sistemlerin Deprem Tasar\u0131m\u0131<\/h3>\n\n\n\n<p>DTGUA-4, Bina Y\u00fckseklik S\u0131n\u0131f\u0131 2 (BYS-2) ve 3 (BYS-3) kapsam\u0131ndaki <strong>y\u00fcksek binalar\u0131n ta\u015f\u0131y\u0131c\u0131 sistem analizi ve tasar\u0131m\u0131n\u0131n<\/strong> g\u00f6zetimini kapsar. Deprem Tasar\u0131m S\u0131n\u0131f\u0131 1a ve 2a olan y\u00fcksek binalarda zorunludur.<\/p>\n\n\n\n<p>Bu uzmanl\u0131k alan\u0131, pratikte <strong>\u00e7ekirdekli perde, \u00e7er\u00e7eveli perde, \u00e7er\u00e7eveli \u00e7ekirdek, dual sistem<\/strong> gibi y\u00fcksek bina ta\u015f\u0131y\u0131c\u0131 sistemlerinin tasar\u0131m\u0131n\u0131n kontrol\u00fcn\u00fc i\u00e7erir. Y\u00fcksek binalarda \u00f6nemli bir teknik fark yaratan konu, ikinci mertebe etkiler, r\u00fczg\u00e2r-deprem kombinasyonu ve y\u00fcksek mod katk\u0131lar\u0131d\u0131r \u2014 DTGUA-4 uzman\u0131 t\u00fcm bu unsurlar\u0131 denetler.<\/p>\n\n\n\n<p>Y\u00f6netmelik, DTGUA-4 ve DTGUA-5 uzmanlar\u0131n\u0131n ayn\u0131 anda hizmet verebilecekleri i\u015f say\u0131s\u0131n\u0131 <strong>5 ile, toplam in\u015faat alan\u0131n\u0131 ise 360.000 m\u00b2 ile s\u0131n\u0131rlar<\/strong>. Tek bir i\u015f \u00fcstlenilmesi durumunda bu \u00fcst s\u0131n\u0131r uygulanmaz.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-dtgua-5-deprem-yalitimli-bina-tasiyici-sistemleri\">DTGUA-5: Deprem Yal\u0131t\u0131ml\u0131 Bina Ta\u015f\u0131y\u0131c\u0131 Sistemleri<\/h3>\n\n\n\n<p>DTGUA-5, <strong>sismik izolat\u00f6r (deprem yal\u0131t\u0131m) sistemleri<\/strong> kullan\u0131lan binalar\u0131n tasar\u0131m g\u00f6zetimini kapsar. Hastane, hayati \u00f6nem ta\u015f\u0131yan kamu binalar\u0131, veri merkezleri ve baz\u0131 \u00f6zel ticari binalarda s\u0131k\u00e7a tercih edilen bu sistem; binan\u0131n temeli ile \u00fcst yap\u0131s\u0131 aras\u0131na yerle\u015ftirilen izolat\u00f6rlerle deprem enerjisini so\u011furur.<\/p>\n\n\n\n<p>Deprem yal\u0131t\u0131ml\u0131 yap\u0131larda normal bina tasar\u0131m\u0131ndan \u00e7ok daha karma\u015f\u0131k bir analiz zinciri gereklidir. \u0130zolat\u00f6r\u00fcn deformasyon kapasitesi, yer de\u011fi\u015ftirme talebi, yang\u0131n ve r\u00fczg\u00e2r y\u00fck\u00fc etkile\u015fimi, geri d\u00f6n\u00fc\u015fs\u00fcz deformasyonlar \u2014 hepsi ayr\u0131 birer m\u00fchendislik problemi.<\/p>\n\n\n\n<p>Deprem yal\u0131t\u0131ml\u0131 binalarda DTGUA-5 g\u00f6zetmeni <strong>tek ba\u015f\u0131na \u00e7al\u0131\u015fmaz<\/strong>: ayn\u0131 projede DTGUA-1 (deprem kayd\u0131 se\u00e7imi) ve DTGUA-2 (do\u011frusal olmayan zemin\/kaz\u0131k analizi gerekli ise) uzmanlar\u0131 ile birlikte heyet olu\u015fturur.
