Do\u011frusal Olmayan Analiz ve \u015eekil De\u011fi\u015ftirme"},"content":{"rendered":"<p id=\"h-mevcut-bir-binanin-depreme-karsi-dayanimini-degerlendirmek-ya-da-yeni-yapilacak-bir-binayi-performans-tabanli-yontemlerle-tasarlamak-isteyen-her-muhendislik-sureci-eninde-sonunda-ayni-kavramla-karsilasir-dogrusal-olmayan-analiz-ve-bu-analizlerin-bagimsiz-muhendislik-kontrolunden-sorumlu-olan-uzmanlik-alani-dtgua-3-tur\">Mevcut bir binan\u0131n depreme kar\u015f\u0131 dayan\u0131m\u0131n\u0131 de\u011ferlendirmek ya da yeni yap\u0131lacak bir binay\u0131 <strong>performans tabanl\u0131 y\u00f6ntemlerle<\/strong> tasarlamak isteyen her m\u00fchendislik s\u00fcreci, eninde sonunda ayn\u0131 kavramla kar\u015f\u0131la\u015f\u0131r: <strong>do\u011frusal olmayan analiz.<\/strong> Ve bu analizlerin ba\u011f\u0131ms\u0131z m\u00fchendislik kontrol\u00fcnden sorumlu olan uzmanl\u0131k alan\u0131 DTGUA-3&#8217;t\u00fcr.<\/p>\n\n\n\n<p>DTGUA-3, T\u00fcrkiye Bina Deprem Y\u00f6netmeli\u011fi&#8217;nin (TBDY-2018) getirdi\u011fi en \u00f6nemli paradigma de\u011fi\u015fikliklerinden birinin \u2014 <strong>\u015fekil de\u011fi\u015ftirmeye g\u00f6re de\u011ferlendirme ve tasar\u0131m<\/strong> yakla\u015f\u0131m\u0131n\u0131n \u2014 m\u00fchendislik kontrol mekanizmas\u0131d\u0131r. Mevcut binalar\u0131n g\u00fc\u00e7lendirilmesinden yeni karma\u015f\u0131k yap\u0131lar\u0131n performans tabanl\u0131 tasar\u0131m\u0131na, <a href=\"https:\/\/statek.com.tr\/en\/haberler\/deprem-dayaniklilik-raporu-nedir-nasil-alinir-2025-rehberi\/\">deprem riskli yap\u0131lar\u0131n de\u011ferlendirilmesine<\/a> kadar geni\u015f bir uygulama yelpazesi vard\u0131r.<\/p>\n\n\n\n<p><a href=\"https:\/\/statek.com.tr\/en\/kurumsal\/\">Statek<\/a> olarak 15 y\u0131l\u0131 a\u015fk\u0131n s\u00fcredir <a href=\"https:\/\/statek.com.tr\/en\/haberler\/statik-proje-nedir-kapsamli-rehber-ve-ornekleri\/\">statik proje<\/a>, <a href=\"https:\/\/statek.com.tr\/en\/haberler\/bina-performans-analizi-nedir-2025-rehberi\/\">bina performans analizi<\/a> ve g\u00fc\u00e7lendirme tasar\u0131m\u0131 hizmetleri verdi\u011fimiz sahada en yo\u011fun kar\u015f\u0131la\u015ft\u0131\u011f\u0131m\u0131z uzmanl\u0131k alan\u0131 da budur. Bu yaz\u0131da DTGUA-3&#8217;\u00fcn ne oldu\u011funu, teknik kapsam\u0131n\u0131, hangi binalarda zorunlu oldu\u011funu ve pratik uygulamada nelere dikkat edilmesi gerekti\u011fini deneyimlerimizle a\u00e7\u0131kl\u0131yoruz.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-dtgua-3-nedir\">DTGUA-3 Nedir?<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"554\" src=\"https:\/\/statek.com.tr\/wp-content\/uploads\/2026\/04\/unnamed-6-e1776677684166-1024x554.webp\" alt=\"\" class=\"wp-image-1161\" srcset=\"https:\/\/statek.com.tr\/wp-content\/uploads\/2026\/04\/unnamed-6-e1776677684166-1024x554.webp 1024w, https:\/\/statek.com.tr\/wp-content\/uploads\/2026\/04\/unnamed-6-e1776677684166-300x162.webp 300w, https:\/\/statek.com.tr\/wp-content\/uploads\/2026\/04\/unnamed-6-e1776677684166-768x416.webp 768w, https:\/\/statek.com.tr\/wp-content\/uploads\/2026\/04\/unnamed-6-e1776677684166-18x10.webp 18w, https:\/\/statek.com.tr\/wp-content\/uploads\/2026\/04\/unnamed-6-e1776677684166-650x352.webp 650w, https:\/\/statek.com.tr\/wp-content\/uploads\/2026\/04\/unnamed-6-e1776677684166.webp 1376w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>DTGUA-3, <strong>Deprem Tasar\u0131m G\u00f6zetmenli\u011fi Uzmanl\u0131k Alan\u0131 \u2014 3<\/strong> ifadesinin k\u0131saltmas\u0131d\u0131r. 28 Eyl\u00fcl 2022 tarihli 31967 say\u0131l\u0131 Resmi Gazete&#8217;de yay\u0131mlanan <a href=\"https:\/\/www.resmigazete.gov.tr\/eskiler\/2022\/09\/20220928-5.htm\"><strong>&#8220;\u00d6zellik Arz Eden Binalar\u0131n Tasar\u0131m G\u00f6zetimi ve Kontrol\u00fc Hizmetlerine Dair Y\u00f6netmelik&#8221;<\/strong><\/a> ile hukuki \u00e7er\u00e7eveye kavu\u015fmu\u015ftur. <a href=\"https:\/\/statek.com.tr\/en\/haberler\/dtgua-nedir-deprem-tasarim-gozetmenligi-uzmanlik-alanlari\/\">DTGUA sisteminin t\u00fcm alanlar\u0131n\u0131 ve genel \u00e7er\u00e7evesini kapsayan rehberimiz i\u00e7in t\u0131klay\u0131n<\/a>.<\/p>\n\n\n\n<p>Y\u00f6netmeli\u011fin Ek-1 tablosuna g\u00f6re DTGUA-3 uzmanl\u0131\u011f\u0131n\u0131n teknik kapsam\u0131 iki ana hesap y\u00f6ntemini i\u00e7erir:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>\u00c7ok Modlu \u0130tme Y\u00f6ntemi ile Do\u011frusal Olmayan Hesap<\/strong> (pushover analysis)<\/li>\n\n\n\n<li><strong>Zaman Tan\u0131m Alan\u0131nda Do\u011frusal Olmayan Hesap<\/strong> (nonlinear time history analysis)<\/li>\n<\/ul>\n\n\n\n<p>Bu iki analiz y\u00f6ntemi, binalar\u0131n deprem davran\u0131\u015f\u0131n\u0131 elastik kabul\u00fcn \u00f6tesinde <strong>ger\u00e7ek nonlinear davran\u0131\u015f\u0131<\/strong> ile modelleyen hesap teknikleridir. Bir ba\u015fka deyi\u015fle: klasik y\u00f6netmelik y\u00f6ntemleri (e\u015fde\u011fer deprem y\u00fck\u00fc, mod birle\u015ftirme) depremde binan\u0131n elastik kalaca\u011f\u0131n\u0131 varsayar. Do\u011frusal olmayan y\u00f6ntemler ise binan\u0131n depremde <strong>plastikle\u015fece\u011fini, hasar alaca\u011f\u0131n\u0131 ve bu hasar seviyesinin kontrol edilmesi gerekti\u011fini<\/strong> kabul eder.<\/p>\n\n\n\n<p>\u0130\u015fte tam bu noktada DTGUA-3 uzman\u0131 devreye girer: Hesaplanan hasar seviyesinin y\u00f6netmelikte tan\u0131mlanm\u0131\u015f performans hedefleriyle uyumlu oldu\u011funu, kullan\u0131lan yaz\u0131l\u0131m modelinin do\u011fru kurguland\u0131\u011f\u0131n\u0131 ve sonu\u00e7lar\u0131n g\u00fcvenilir oldu\u011funu ba\u011f\u0131ms\u0131z bir uzman g\u00f6zle denetler.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-dtgua-3-hangi-projelerde-zorunludur\">DTGUA-3 Hangi Projelerde Zorunludur?<\/h2>\n\n\n\n<p>DTGUA-3 uzmanl\u0131\u011f\u0131n\u0131n devreye girdi\u011fi \u00fc\u00e7 ana proje grubu vard\u0131r. Her biri i\u00e7in ayr\u0131 ayr\u0131 bakal\u0131m.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-1-mevcut-binalarin-performans-degerlendirilmesi\">1. Mevcut Binalar\u0131n Performans De\u011ferlendirilmesi<\/h3>\n\n\n\n<p>TBDY-2018&#8217;in <strong>15. B\u00f6l\u00fcm\u00fc<\/strong>, mevcut binalar\u0131n deprem performans\u0131n\u0131n de\u011ferlendirilmesi ve g\u00fc\u00e7lendirilmesi i\u00e7in detayl\u0131 bir m\u00fchendislik \u00e7er\u00e7evesi tan\u0131mlar. Bu b\u00f6l\u00fcm kapsam\u0131nda yap\u0131lan de\u011ferlendirmelerde, binan\u0131n \u015fekil de\u011fi\u015ftirmeye g\u00f6re de\u011ferlendirme y\u00f6ntemleriyle analiz edilmesi gerekir.<\/p>\n\n\n\n<p>Pratikte bu \u015fu anlama gelir: Binan\u0131n ta\u015f\u0131y\u0131c\u0131 elemanlar\u0131n\u0131n (kolon, kiri\u015f, perde) mevcut durumlar\u0131, donat\u0131 detaylar\u0131 ve malzeme kaliteleri sahadan tespit edilir; bunlar yaz\u0131l\u0131ma bir nonlinear model olarak girilir; itme analizi veya zaman tan\u0131m alan\u0131nda do\u011frusal olmayan analiz yap\u0131larak binan\u0131n hangi deprem seviyesinde hangi hasar durumuna ula\u015faca\u011f\u0131 hesaplan\u0131r.<\/p>\n\n\n\n<p>Sonu\u00e7, binan\u0131n performans durumunu g\u00f6steren performans seviyelerinde de\u011ferlendirilir: <strong>Kesintisiz Kullan\u0131m (KK), S\u0131n\u0131rl\u0131 Hasar (SH), Kontroll\u00fc Hasar (KH) ve G\u00f6\u00e7menin \u00d6nlenmesi (G\u00d6).<\/strong> Binan\u0131n kullan\u0131m amac\u0131na g\u00f6re bu seviyelerden hangisinin hedeflendi\u011fi belirlenir; hesaplanan performans hedeften d\u00fc\u015f\u00fckse <strong>g\u00fc\u00e7lendirme projesi<\/strong> g\u00fcndeme gelir.<\/p>\n\n\n\n<p>\u0130\u015fte bu t\u00fcm s\u00fcre\u00e7 DTGUA-3 uzman\u0131n\u0131n g\u00f6zetimi alt\u0131nda y\u00fcr\u00fct\u00fcl\u00fcr. Yeni Yap\u0131lacak Binalarda Do\u011frusal Olmayan Hesap Gerektiren Durumlar<\/h3>\n\n\n\n<p>Yeni bir bina tasarlarken, y\u00f6netmelikte tan\u0131ml\u0131 e\u015fde\u011fer deprem y\u00fck\u00fc veya mod birle\u015ftirme y\u00f6ntemleri baz\u0131 durumlarda <strong>yetersiz<\/strong> kal\u0131r. \u00d6zellikle:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ta\u015f\u0131y\u0131c\u0131 sistemi d\u00fczensiz olan binalarda<\/li>\n\n\n\n<li>Y\u00fcksek bina ta\u015f\u0131y\u0131c\u0131 sistemlerinde baz\u0131 \u00f6zel tasar\u0131m kararlar\u0131 al\u0131nd\u0131\u011f\u0131nda<\/li>\n\n\n\n<li>Belirli geometrik ve dinamik \u00f6zellikler g\u00f6steren binalarda<\/li>\n\n\n\n<li>Y\u00f6netmeli\u011fin izin verdi\u011fi &#8220;alternatif tasar\u0131m yolunu&#8221; se\u00e7en projelerde<\/li>\n<\/ul>\n\n\n\n<p>Y\u00f6netmelik, bu durumlarda projenin do\u011frusal olmayan analiz ile do\u011frulanmas\u0131n\u0131 isteyebilir. B\u00f6yle bir analiz yap\u0131l\u0131yorsa, DTGUA-3 uzman\u0131ndan tasar\u0131m g\u00f6zetimi hizmeti al\u0131nmas\u0131 zorunludur.<\/p>\n\n\n\n<p>Bu projelerde analiz heyeti \u00e7o\u011funlukla tek bir uzmanla s\u0131n\u0131rl\u0131 kalmaz: Zaman tan\u0131m alan\u0131nda do\u011frusal olmayan hesap yap\u0131l\u0131yorsa <strong>DTGUA-1<\/strong> (deprem kayd\u0131 se\u00e7im ve \u00f6l\u00e7ekleme), zemin do\u011frusal olmayan davran\u0131\u015f g\u00f6steriyorsa <strong>DTGUA-2<\/strong> uzmanlar\u0131 da projeye dahil olur. DTGUA-3 uzman\u0131 ise genellikle \u00fcst yap\u0131 analizinin koordinasyonunu \u00fcstlenir.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-3-riskli-yapi-tespiti-sonrasi-guclendirme-alternatifleri\">3. Riskli Yap\u0131 Tespiti Sonras\u0131 G\u00fc\u00e7lendirme Alternatifleri<\/h3>\n\n\n\n<p><a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=6306&amp;MevzuatTur=1&amp;MevzuatTertip=5\">6306 say\u0131l\u0131 Afet Riski Alt\u0131ndaki Alanlar\u0131n D\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi Hakk\u0131nda Kanun<\/a> kapsam\u0131nda &#8220;riskli yap\u0131&#8221; olarak tespit edilen binalar i\u00e7in iki temel se\u00e7enek vard\u0131r: <strong>y\u0131k\u0131p yeniden in\u015fa etmek<\/strong> veya <strong>g\u00fc\u00e7lendirmek.<\/strong><\/p>\n\n\n\n<p>Y\u0131k\u0131m karar\u0131 ekonomik, sosyal veya bina \u00f6zelli\u011fine ba\u011fl\u0131 sebeplerle her zaman en uygun \u00e7\u00f6z\u00fcm olmayabilir. Bu noktada g\u00fc\u00e7lendirme se\u00e7ene\u011fi de\u011ferlendiriliyorsa, g\u00fc\u00e7lendirme projesinin haz\u0131rlanmas\u0131 ve onaylanmas\u0131 s\u00fcrecinde <strong>DTGUA-3 uzman\u0131n\u0131n g\u00f6zetimi zorunlu<\/strong> hale gelir. Her birinin kendine \u00f6zg\u00fc teknik \u00f6zellikleri, g\u00fc\u00e7l\u00fc yanlar\u0131 ve s\u0131n\u0131rl\u0131l\u0131klar\u0131 vard\u0131r.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-cok-modlu-itme-yontemi-pushover-analizi\">\u00c7ok Modlu \u0130tme Y\u00f6ntemi (Pushover Analizi)<\/h3>\n\n\n\n<p>\u00c7ok modlu itme y\u00f6ntemi, binaya depremi temsil eden yatay y\u00fcklerin kademeli olarak uygulanmas\u0131 ve binan\u0131n plastikle\u015ferek \u00e7\u00f6kme a\u015famas\u0131na kadar olan davran\u0131\u015f\u0131n\u0131n izlenmesi esas\u0131na dayan\u0131r. Her ad\u0131mda binada olu\u015fan plastik mafsallar, kesit d\u00f6nmeleri ve kat deplasmanlar\u0131 kaydedilir.<\/p>\n\n\n\n<p>Y\u00f6ntemin avantaj\u0131, binan\u0131n <strong>kapasite e\u011frisini<\/strong> a\u00e7\u0131k bi\u00e7imde ortaya koymas\u0131d\u0131r. Bu e\u011fri, binan\u0131n hangi yatay y\u00fck seviyesinde hangi deplasmana ula\u015ft\u0131\u011f\u0131n\u0131 ve bu deplasmanda hangi elemanlar\u0131n hasar ald\u0131\u011f\u0131n\u0131 g\u00f6sterir. Y\u00f6netmelik, bu e\u011friyi iki do\u011frulu elasto-plastik bir modal kapasite diyagram\u0131na d\u00f6n\u00fc\u015ft\u00fcrerek depremin binadan talep etti\u011fi yer de\u011fi\u015ftirmeyi (performans noktas\u0131) belirler.<\/p>\n\n\n\n<p>DTGUA-3 uzman\u0131n\u0131n kontrol etti\u011fi ana noktalar \u015funlard\u0131r:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Kullan\u0131lan malzeme modelinin (beton, donat\u0131) y\u00f6netmeli\u011fe uygunlu\u011fu<\/li>\n\n\n\n<li>Plastik mafsal tan\u0131mlar\u0131n\u0131n ve kapasite e\u011frilerinin do\u011frulu\u011fu<\/li>\n\n\n\n<li>Y\u00fck deseninin ve kullan\u0131lan modlar\u0131n se\u00e7iminin uygunlu\u011fu<\/li>\n\n\n\n<li>Modal kapasite diyagram\u0131 ve performans noktas\u0131 hesaplar\u0131n\u0131n do\u011frulu\u011fu<\/li>\n\n\n\n<li>Elemanlarda hesaplanan hasar b\u00f6lgeleri ile y\u00f6netmelik s\u0131n\u0131r de\u011ferlerinin kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131<\/li>\n\n\n\n<li>Yatay stabilite ve ikinci mertebe etkilerin dikkate al\u0131n\u0131p al\u0131nmad\u0131\u011f\u0131<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-zaman-tanim-alaninda-dogrusal-olmayan-hesap\">Zaman Tan\u0131m Alan\u0131nda Do\u011frusal Olmayan Hesap<\/h3>\n\n\n\n<p>Zaman tan\u0131m alan\u0131nda analiz (time history), binaya ger\u00e7ek veya sentetik deprem ivme kay\u0131tlar\u0131n\u0131n do\u011frudan uygulanmas\u0131 ve binan\u0131n deprem s\u00fcresince ge\u00e7irdi\u011fi her a\u015famadaki davran\u0131\u015f\u0131n\u0131n hesaplanmas\u0131d\u0131r. \u0130tme analizinden \u00e7ok daha kapsaml\u0131 ve ger\u00e7ek\u00e7i sonu\u00e7lar verir; ancak kar\u015f\u0131l\u0131\u011f\u0131nda \u00e7ok daha y\u00fcksek modelleme \u00f6zeni ve hesap maliyeti gerektirir.<\/p>\n\n\n\n<p>Bu analizin g\u00fcvenilirli\u011fi, kullan\u0131lan deprem kayd\u0131 setinin kalitesine do\u011frudan ba\u011fl\u0131d\u0131r. Bu nedenle zaman tan\u0131m alan\u0131nda analiz yap\u0131lan her projede <strong>DTGUA-1 uzman\u0131n\u0131n<\/strong> deprem kay\u0131tlar\u0131n\u0131 \u00f6l\u00e7eklendirme ve d\u00f6n\u00fc\u015ft\u00fcrme a\u00e7\u0131s\u0131ndan kontrol etmesi zorunludur.
